I can no longer open shortcuts on my dektop - keep getting a message saying

My screen has been flickering ever since I installed Vista in Feb 07.  Have
searched for solutions to no avail.  The flickering used to temporarily stop
when computer went into sleep mode.  It now flickers all the time.  Anyone

An "IMPORTANT" Update, KB936181 shows up as ready to install.  I've
installed it numerous times with and without a Restart (does not prompt for
a Restart after it says Successfully Installed), however the update keeps
showing it needs installed.
