IF there were crossplatform Rules, then those rules would be rules to be
broken. I do not see people following rules, unless they are on the
Micro level. In other words, neighborhoods  can survive easier than
nation states. THe idea of controlling nation states is almost over.

I have a Soundblaster Live! card, probably the most widely used PCI
soundcard in the world, yet there is absolutely no support for this card in
Vista x64. I expected there to be some basic drivers out of the box, and it
looks like Creative aren't even going to bother releasing ...
