Don't know if this is a security feature of Vista or not.
There is an online forum I regularly visit. On my XP/Win 200 machines,

Ok, installed the updates released last night. Restore point was set, 4
updates applied, rebooted. Now desktop has 2 desktop.ini files on it. Sure I
can just delete them, but it does seem a tad crappy for MS to release an
update set that leaves such basic junk behind. What gives?
