After repeated sporadic problems with IE8 and a general slowdown

I've tried using Paint to make some new icons in Vista Home Premium. But
Paint won't let me save the finished product as an icon by using the ".ico"
extension. Used to do this all the time in XP. Can anybody help?

This is my second post.There is a bit strange things in Windows Defender, if i go to Tools->Software Exploreri can see the file version of any running applications. It looks like some of them are inconsistentwith what i have on disk.For example, after upgrading to Vista ...

After running certain applications, all my desktop icons resize themselves
smaller- maybe 10% or so.
A right click | Refresh always restores them to their proper size.

I have too have been having problems with WMDC. Re-establishing the download,
installing the download, and getting it to work. I have found a solution
which worked for myself.
(1)- Go to Control Panel - Programs and Uninstall WMDC.
