How do I get the 'General' and 'Program' tabs back in the
Internet Options section under the Tools menu?  I have
the other tabs but these two are now hidden

Those are the types of error messages that I am getting
whenever I try to start any program. SOmetimes no message
at all.
The last sane thing I remembered try to do was update

With the new computer in my younger brothers room i made
myself the "administrator" in Windows XP.  So he could
not make major changes to the new system(limited user
account).  Why when I install games for him can he not
