This is an identical problem with Terminal Services, but I have this problem locally as well. I have re-checked users, groups and policies, but can not find the solution. I have checked the event log for gpt.ini

Tthe 'disconnect' menu does not always appear after e- mail and Internet sessions. I look for the two-screen icon that should appear in the startup menu but it is not always there. How can I ensure its consatnt appearance?
