I just lost the use of my left arm.  can a keyboard be set up specifically for my use?  i would like to use multi functions such as control/alt/del be a single key on my keyboard?

I am unable to shrink the task bar back to its normal size, when I
try to move it down to its normal size, it shoots straight off the screen
but it can be extended half up the screen, it should be about 1/4"thick.
