I have Windows XP Professional with SP 1. Something has recently started giving me trouble with the OS that has never given me trouble before. More than half my programs are now BLOCKED from running or starting-- I get a popup alert that says, "16-bit Windows Subsystem:

I went through the routine in Knowledge Base Article 823301, and still can't open links. The urlmon.dll did not succeed originally, but I put the others in, they succeeded, and then the urlmon.dll succeeded after the others were in. But still can't get to

On bootup get BlueScreenofDeath with the message about a corrupt C:\windows\system32\config\software file... Followed Microsoft KB 307545 to use recovery console (admin password blank). Started moving C:\windows\repair files to C:\windows\sys32\config directory.

My computer will not let me change the system time or run the system restore. It says that I don't have the proper privilage. The problem is that my account has administrator privialges. I also got on the Administrator account and it still didn't work.
