Windows XP starts normally and I enter my id in the log on screen. The computer then starts to boot up but returns back to the log on screen in about 30 seconds. Does anyone have any suggestions please?

When shutting down the computer, I must go through the shut down procedure twice before the computer turns off. There is only one user/administrator. On booting up, there is only one choice of user. How can I correct that?
