I have been attcked by trojan that disconnects me from dial up internet

Hi, I'm running Windows XP Merdia Center Service Pack 3.  When I boot my
computer and I get to the welcome screen, I click on my user account it says

I get this when I run cmd.exe from the Start/run box. If i enter the path in
the run box it works.

I have a PC that cannot access the run command. I have reset the local group
policy, dis-joined and re-added it to the domain and deleted my profile off
of the PC with no luck. I am a domain Admin and there is not an Active
Directory GPO preventing access to the run command.
