Why cant i put downloaded themes on my computer ?

I updated the new .NET 3.5 update yesterday.   Afterward I have not been able
to use my accessibility mousekeys.  I have repeatedly turned them out and hit
the apply but to no avail.  I try the keys and nothing I get the sound but no
movement.  Can anyone tell how to get them ...

My power supply blew up and took the mother board with it so I have had to
have a new mother board. Windows XP wouldn't load from the C drive so I
installed another drive and renamed the old drive 'D' so that my data was
preserved. Loaded XP onto new C drive and all works OK ...
