I am using Windows XP Home Edition. When I hover the mouse pointer over anything like an icon, file, folder etc, a banner opens with a text explanation of what the item is. It's most annoying. Does anyone know how I can disable it please.

This used to work but when I want to change users without logging off, it won't switch. It seems the icon doesn't recognize the tap. The setting in control panel is correct. Can someone come up with a solution or idea to check out? Thanks!
