When I click on a link in Outlook Express, the Internet Explorer window opens in a minimized mode. In all other situations, the IE window is maximized. How do I fix this problem?

When I open Windows Explorer, it opens with the "Start Menu" directory highlighted but hangs up there for a couple of seconds. After that happens, I can switch between directories normally and quickly. Does anyone know how to eliminate the intial hang-up?
