I upgraded my parents PC from Windows Me to Windows XP Home Ed., and am using Juno for my Internet provider. Juno's Norton-Antivirus OnLine does not work with XP. I thought that uninstalling it and reinstalling it for XP

I added a new user to windows and put as limited rights, now I can logon as both, but when I logon for my self it does not give me administator rights, the computer thinks that I am the same person I added, how can I get that changed? I cannot do anything at this time. Thanks

When I hit the "windows key" then the "u" key followed by another "u" keystroke my computer does not shut down it restarts. How can I get the entry to work properly and it turn the computer off the way it is supposed to?
