What speed level is necessary to show significant improvement in the upgrade

Suddenly my computer will not boot up.
The black screen with Windows XP appears with the blue thing moving across,
but when that disappears I get a message saying, 'No input signal'.
It seems that the monitor has no input at that point.

How can you set the codepage.  I apparently misunderstood instructions
when I tried:

because it stayed as it was before.
