Is it possible to control where a "child" (pop-up) window opens on a dual
monitor setup?

I know I`ve spoke about this problem before, so here it is again.  My
system is Windows XP/IE7/Dell Latitude D600Windows/Processor Speed
1.6GHz/Memory 1 GB/Hard Drive40 GB.
The problem is this, what would be wrong with the computer if (say)

1.  backs up files intact (without compression or encrypting)
2.  can back up to any external drive

I'm having problems launching msconfig.exe. It won't launch from anywhere,
even clicking on it directly.

internet explorer. Lan Settings is set to "Automatically detect settings"

Is there a way to stop the system from giving a file a new creation date
just because I copied/pasted into a different folder?
