How do I access Services msc properties? I would normally click the RUN

After having viruses that shutdown CPU I reloaded XP and now I cannot get the
Search engine to work...is there a way to recover this without having to
completlely reload  everything again

Using restart now results in a full power off shutdown since installing SP2.
Is there a config I can reinstall to prevent this?
I've read the KB articles that describe shutdown creating a restart, but
there doesn't seem to be anything on the opposite problem.

I tried to turn my guest account on for someone satying over and it's toast.  
When you click on it, it seems to be loading, but then just goes back to the
welcome screen.  So I tried to create a new user account instead and got the
