I have got this message, I cannot download anything.The DHCP allocator has disabled itself on Ip address 192.168.2.5, since the ip address is outside the 192.168.0.0/255.255.255.0 scope from which addresses being allocated to DHCP clients.

XP Pro SP2 I found a file called "loader.exe" within Temporary Internet Files, so deleted it to the Recycle Bin. Further investigation showed this file as being a potential virus anyway.
