Okay, I am a first timer, but I created my backup and wiped and reinstalled XP. Now I can't get my PC to accept my backup. It knows it is a back up file, but won't use it. WHY? What do I do?

I restored my WIN XP PRO SP2. All Group Policy setting states are now "Not Configured". I get an access denied error when operations try to access the Document and Settings/All Users folder. Can I reset my group policies to the working state or to a default state?
