Is there a way to restrict access to certain programs for some users (winxp home)? I've looked in all the obvious places but found nothing helpful. Seems like this should be a fairly simple task and I'm sure I've overlooked something.

What's the purpose of this variable anyway? It's usually the same as %userprofile%, but sometimes it's not set at all. What's the logic to it? What is dependent on it, as compared to what is dependent on %userprofile%? --

Windows XP Pro SP2, fully updated. When opening a program, the tab does not appear on the taskbar. if you minimize the program, it disappears. To resume, you need to restart the program which results in multiple copies of a program running.
