when i try and open the command prompt it says "cmd is not a valid win32
aplication" does anyone know how to fix this

The Crytographic service is not running on my laptop. I've done all
the tricks Microsoft's support staff could offer in 20 e-mail
exchanges. I've ripped catroot out by the tail, run SFC /Purgcache
followed by SFC /ScanNow, re-registered dlls till I'm blue in the face

I keep getting a balloon warning that the firewall is not on despite
that I set it on, I have to resett it everytime I boot-up, any ideas as
how to fix this annoying problem???
