I'm trying to solve the following problem:
I've got a brand new HP that has only one app installed
(it happens with any app though).  The cpu won't go above
50% as if some setting in XP prevents it.  

I have my XP(home) taskbar on the left side of my screen
instead of at the bottom.
Eveytime I reboot the pc, the taskbar gets smaller.
Locking the taskbar to its desirable width does not help;

I have no address bar.I click view on the tool bar and
the address bar is checked, but I get no address bar.
