Is there a way to convert or use jpg files as folder
icons?

When I try to click user accounts in control panel, it
won't open. How do i fix this?

Not sure where i this should go ... so here it is.  My Add/Remove icons have disappeared (the actual option to Add/Remove isn't there beside each program)   I'm not sure if it relates to a virus once had ... i have done a system recovery .. wonder if this is why.  
Any clues?  

I have a larger display now but still think like I'm on a 800x600 screen and
