I can't get "Internet Shortcuts" on my desktop to launch? I'm not sure what file association I'm missing in my Folder Options?

I am running XP Pro.  When I log on to the computer, a
window opens pointing to:
C:/windows/system32
How do I stop this from occurring?

Can anyone recommend a good free newsreader I could use for these groups.  I
don't use OE for mail just groups and would rather use a newsreader.
