All of a sudden my taskbar looks like it came from WIndows 95, I tried restarting my computer and also trying to fix it but nothing works, all the minimize keys are all different I don't know what to do

My son lives 200 miles away so I'm no on hand to help out. He is trying to install XP on to his laptop. He wants a fresh start so he wants to format his hard diisk. He says he can't create a start up disk in order to format the drive. He wants me to create a W98 start

in the past items area none of the icons line up with the right name of the objects they should be with ex. it says quick time but there is a norton anitvirus icon for it...i would like to know if there is a way to reset
