i think i may have disabled a necessary startup file through msconfig, can i salvage my mistake in dos? I can't even load my computer in safe mode or dos.. does anyone know how i can access what start up system files

what is apcab.exe? It seems to run when I boot up and when I change users. It consumes enormous amounts of memory and everythings runs very slow. It runs for about 10 minutes then stops. Then my sytem returns to normal... at least until I switch users.

For some reason all the tooltips as well as some droplists' items have changed their font to a old- fashioned system font, instead of remaining Tahoma (as selected in the desktop properties).
