urgent - pls help -----Windows XP problem

I have a fairly new Toshiba laptop ..Intel Celeron 1.3GHZ and Windows
XP,  HDD 40GB

Every time I restart my PC - even from hibernation - I get a message saying:
Windows Firewall/Internet Connect Service (ICS) is not running
Do you wish to start?
It is a nuisance to have to start it every time.

As you may know, when a window's caption is too long for the space on its
tile in the taskbar, the shell truncates the text and adds an ellipsis to the
end:

It's very annoying, and sometimes harmful, that new windows by default always
pop up on top of any other window that are open.
Just to mention one example: Outlook reminders.
I'd like to prevent any new window whatsoever, from jumping on top of all

I am looking to modify the size and position of full screen
applications.  I have a monitor installed in the dash of my car and the
top 1/2" of screen is hidden behind a panel.  When I start the
touchscreen shell (Media Engine) I would like it to leave the top 1/2"

I can set fast user switching and it will allow between 2 accounts I have on
my system - but this feature is not retained when I restart the system.    I
have to go back into User Accounts etc and set the flag again.  

I have 2 PC's of same brand (FujisuSiemen) which both do nor delete the prin
job after prinring.
The documents are still in the list of unwritten documents.
In the system32\spool\printers there are 2 jobs for each print job.

when i start windows explorer, i have to press F11 to get fullscreen
display. so is there a way to do this automatically ?.

I can not select any of the files located in my display properties to change

I have just finally upgraded to XP from Windows 2000.  Most of the
tweaks to make the user interface work as I'd like were simple.  One of
them was to change the folder/file view from icons to details.  No big
deal making it apply to all folder views.
