How will I enable/disable intalled games to a limited user?

I've been trying to play MapleStory but cannot.  When I activate the client,
it goes through its Hacking Prevention stuff and tries to login but time and
time again I recieve a message telling me:
Unable to connect to the login server.

I currently use XP Pro, which seems okay, but would I be best to stick
with it for a new PC or is Vista "better" for games?  I realise that
"better" is vague and subjective at best but people must have
opinions/experience.

when i try to play it says directx 8.1 adaptor not found contact video card
vendor for update i have tried updating all my cards etc and i have
downloaded latest directx  please help!!

Ive just bought a new laptop with vista hp.  Can anyone recommend a good FPS
game?  Something similar to Halo or Half Life would be great.

I tried to uninstall and reinstall the Accessories and Utilities folder but
didnt work. then it told me I needed the service pack 2 cd...I do not have
the original XP or service pack cd.
how can i get the games back?

I have the 256MB 7300GT NVIDIA graphic card . And i downloaded , installed
the leastest driver 93.71 WHQL . My problem is i set up the anitializing and
anistrophic to 4x for my games (LOTR BME 2 , Ghost Recon Advance Warfighter  
, World of Warcraft , etc... , except  these 2 only ...

I keep getting a message saying cannot run Direct3D
Can you please tell me what this is and how do i get it?
