I have just had to reinstall Windows XP on my comp. It did it all fine but when I looked at hard drive all my old programs were still there? My desktop and program list are empty? How do I format the disk to erase

I wish to copy a large file to a re-writable CD Rom as it is too big for a floppy. My problem is that once the file has been copied onto the CD it becomes a read-only file. (The original file on my C drive stays as normal)

When I record a data file onto my CD RW the file then becomes read only on the cd rom. How can I change the read only so I can write to the file?
