When you look at detailed specs on some memory it says (cas latency 333 ) or some such number, what does this mean. How does it differ from memory that does not say this ? Hope someone can answer my question

When I power on the computer, the monitor does not receive a signal. I have to turn the computer off from the rear switch on the tower and then turn on again from the front button. Then all is okay. I do this every morning. HELP!!
