PC does not shut down but restarts sometimes - XP Pro SP2. Why?

The problem was discovered when I tried to install a new printer with a
installation disk.  When I put the disk into the CD Rom drive, an erro
message reads "Drive is not accessible due to an I/O device error."
Since then, I have tried a number of things, from uninstalling th

Running windows xp home on pIII with 392 mb RAM, since installing SP2 pc
recognises cd and dvd drives but WMP10 cant recognise them, any disc
inserted just comes up with the title message, have tried to update the
IMAPI.EXE changed the IDE Lead and all to no avail, help please.

I can't do repair with winxp cd,it's not recognize the hd.
I download from the manufactor the sata drivers to floppy and it's not work.
The system tell that "there is no hd to install" or thomthing like that...

After I upgraded to Windows XP from Windows 98, my computer wouldn't turn
itself off anymore. I shuts down but then I have to hold the button 4 seconds
to turn off the computer.

Here's a tricky little problem.
I did a fresh installs of XP SP2 (Home on one machine, and Pro on ther
other) just the other day on two different machines with different hardware.  
In short, I lost the ability to return from standby with mouse or keyboard

(optical mouse - USB based) of IBM mouse with Toshiba laptop (M30-344).
When I connect this mouse to my USB socket, Windows XP detects some hardware

I'm working on a friends machine running an Athlon processor, Windows XP Pro
and 512 MB of Crucial memory with an NVidia Ti4600 video card.  The machine

I am going to build my own PC here in Japan.  This is my first time to build
a PC.  Unfortunatly, the parts may not ship with English drivers.  I will try
to stick to parts available in the States as well.  Is it possible to just
download/over-install new English drivers?  Or is ...

Windowx XP w/SP2.  The OS does not seam to recognize a video adapter.  Does
not matter which one (tried 3 different).  It installs the native VGA driver,
not as a display adapter but rather an unknown device.  Do not have any bugs
etc that I know of (use NAV Internet Security ...
