When I select shutdown in the windows turn off window, the computer starts a shutdown procedure and seems to complete it , then is sits blank for a few seconds and then restarts. If I try shutdown again it usually completes. How do I find out what is going on ? ? ? ?

I have a 4 port usb hub 2.0 that will recognize my scanner on one port only, the three others report 'unknown hardware'. Is there a way to flush out the other 3 ports or reset them so that they can recognize my scanner. The 3 ports recognize other devices just fine.
