Recently messenger started telling me I have email in my hotmail account when I turn the computer on. Also, when I start Outlook Express, it automatically runs messenger. EVERY possible setting I know of is set to keep messenger

I am unable to start a video conversation when logged on to the computer with a limited account. This is not a problem if I am logged on as administrator. Is there a reason for this problem, and is there a solution?
