i am having trouble signing into msn ezplorer and msn messenger i can not even sign on through internet explorer

I cannot log in I keep getting this error messageerror

Greetings all.
I have had Windows Messenger since January & have never gotten the voice or webcam to work properly.
1.  I can hear others when they speak, but they cannot hear me.  
2.  I am able to send files with no problem.  

I started getting this problem last friday. I can't login to msn and
get this error message:
"You cannot use Messenger at this time because your contact list is
not available. Please try again later."

Thanks in advance.  I've seen this posted elsewhere, but
problem persists.
