have net time set up, how often does it reach out to update its time clock?

I am not able to  dial up my ISP.  Modem dials but then nothing, my dialer is
apparently frozen and it reads "dialing".  I tried a PCMCIA card modem and

I had network with no problems.  My desktop crashed and I can't get it to
