I just upgraded to XP Home from 98SE. The Control Panel icon on the start menu is barely visible, it appears as though some of it is missing. Any ideas?

I am the owner and administrator of a PC on a network and have two accounts - administrator & harry When I am logged in as harry I cannot open the "Task Bar" - it says "the task bar has been disabled by your administrator" and I do not remember

My computer keeps puting an Icon on my desktop that I don't know what it is it has a "~" on it. It also keeps losing connection to the server and I constantly have to reboot to get back on the internet. How Do I fix it?
