I have user accounts for family (limited access) and when they log in they can not access installed programs (games). Do I have to set access rights? and where do I do that? Thanks!

Yesterday I upgraded to XP from Windows 98. Now in IE I get this message (about every 5 minutes) and it closes the program. Anybody have a suggestion?
