Other users cannot run programs that I have install as administrator but they are all in the all users folders under programs

When I click on a link, say to take me to "Display", the page doesn't change
but the little Notes icon adds another icon to the right of the previous
one, with the word "notes" moving to the right also to accommodate it.
Any ideas?

customize the folder so that an image appears on the icon, but I find that
when I do this, other folders throughout the drive also load the picture.

Someone mentioned here NOT to use a RegCleaner on W-XP.  We run it once or
twice a month on W98 and it always "catches" some errors (and creates a
backup-just in case).  How is XP's registry handled?  Must it be done
manually?  Is there software to do it like for W-98?  Does it ...

I've just clean-installed XP.  Can anyone tell me which fonts are unsafe to
delete?  A lot of them, like Shruti and Tunga seem to have rectangular
characters only.

It seems everyday at 1:22 my XP Pro machine hangs for a few second because
something is starting up. It turned out to be a network service called
Wimprvse.exe. According to Process Explorer it says the following about it:
