I have broadband but my pc is very slow and im on kazaa for 5 minutes then it stops responding

I have loaded Win XP home editiona and use Outlook for email. Wheneve I am reading or downloading email, I get a Remote Procedure Call timeout error and my pc times out in 46 seconds? Any thoughts on the appropriate fix?

I keep getting this error resouce conflict pci in slot 01. If that is the modem ihave moved it twice and checked it twenty times. every time it tests ok. what i need to know is if that error is refering to that modem. If it is I guess i need a new one but it keeps testing ok.
