I have a completely blank hard drive on a pc purchased from original owner. Also have windows xp discs. How do I get this operating system installed. The pc won't go to the cd rom. I need some kind of startup help.

Recently I am having a problem with WINXP and IE. Downloaded files are now being classified as IE shortcuts and can't be opened. this is usually happening to large files downloaded as software updates. the file size and name look right but seem to have a hidden .url at the end
