Why would disabling the Windows XP firewall cause an inability to connect to

When I go into Explorer, I have set the program to run listing "details."  I
like it that way but I don't see any way to have it display the "Archive"

I am trying to restrict the "user" from having any access
to the control panel.  I remember in windows 2000 I was
able to restrict complete access to the control panel
through "Administrative tools" but can't seem to find it
