A few seconds into the boot mode and boot stops to display this: "load needed .dlls for kernel". I tried the enter key, and it continued to load. What should I do?

Can anyone tell me how to turn off the information balloons that come up in the system tray? I have 3 networked computers, mine being the host, each time one logs in it comes up as "<whoever> is now connected or unplugged". Thats what I want to turn off, its most annoying.
