When surfing the net, especially Ebay, I constantly get
this box in the middle of my screen that says there is

On my windows XP Home edition, I can run check disk
WITHOUT asking for either of the two additional options.
That seems fine. I can run it asking for the second option
(I forget what it says) in addition to 'regular' check

I've got a bit of a dilemma here...

problem, but now when I minimize an open window, it won't
