Running windows xp pro, I can't get the add / remove programs window to stay open more than a few seconds. I open, it closes automatically. Any suggestions?

My computer won't restart (windows XP). Anytime that I try to restart, it just ignores my request. Nothing happens. I end up having to unplug the computer to turn it off and then turn the computer back on.

I just came back up from a disc dump, don't know the cause but my start button and all the desktop icons so not appear. Only the desktop background loads when I load up from a user name. Any thoughts?!?
