The control, alt, delete function does not work. The keys work fine separately but nothing happens when they are pressed together. Is there a way to turn that function on and off?

I started my compter one day and it went blank. Then, it showed an error message that stated: <Windows root>\system32\hal.dll is corrupted or missing, please reinstall the file. I need to know how to either fix this file, or how to reinstall it into the system32 folder.

I use Windows XP Pro. I notice that on some websites (like a Caribbean Cruise ship) it offers for a given picture "enlarge". When I use that I see on the left of the screen very, very briefly a pop up window, which then immediately closes again.
