I know that somewhere in Windows XP there is a file that lists the web sites I've visited, thereby maintaining a record of those visits and is associated with IE so it cannot be deleted, as I know about the temporary internet files

I just deleted a Hotmail email purportedly coming from Microsoft. It had a "deleted" attachment, that Hotmail said contained a virus. Most reliable ISP mail services scan their emails with some sort of virus scanner, but it is always possible that one might slip by.
