Sorry if this is a dumb question, but if I set myself up as PC administrator on my XP PC and don't set up guest access or any other users on the PC - am I the only one who can log onto the PC?

i'm wondering if there is any way to restrict who uses the internet on a particular machine. my neighbor wants to be able to restrict how much his daughter uses the internet by password protecting it. is win xp able to do this natively? is there a better solution to the problem?
