I only use servers for FTP and web on 21 and 80. Why is it two ports keep getting opened up on TCP 15817 and UDP 11330? If I delete them, they just come right back after a day or so.

The reason is probably because the internet explorer content advisor is enabled. To disable it, in IE click Tools > Internet Options > Content Tab > Click "Disable"
