I only use servers for FTP and web on 21 and 80.  Why is
it two ports keep getting opened up on TCP 15817 and UDP
11330?  If I delete them, they just come right back after
a day or so.

Where can I go to grant or restrict access to specific groups or users? I want to restrict a computer administrators from changing the Administrator account but want to allow them access to everything else.

The reason is probably because the internet explorer
content advisor is enabled.  To disable it, in IE click
Tools > Internet Options > Content Tab > Click "Disable"
