have a suite of PCs that were part of a domain, PCs were removed from the domain and is now part of a workgroup. Most of the PCs have lost the ability to shutdown when a limited user is logged in. I cannot add 'Users' however to the 'Shutdown the system' option in Local Security

When I connect to the internet, windows xp start sending data. A normal ratio is ex 10 000 bytes receive for 1 000 send. But I got instead 3 mbytes send for 1 mbytes receive. Is it a virus ? Do you know how to solve this problem ?
