Error message "Task Manager disabled by your administrator" is displayed when Ctrl Alt delete is pressed. How did I achieve this and how do I enable it. I am the administrator and there are no other users

On my laptop which runs fine, I want to log on as "Administrator".  I am the
second owner, and before I try to get a password from the original owner, is
there some default password I can try?  It is only about 1.5 years old.

     I've just went through a repair of Windows XP
Professional. I've tried to log on using all of the
accounts on the machine and it will not allow me access.
It will say login on then a few seconds later it will

Is there a way to restore a user account and all of its
settings if it has been deleted?  I tried doing a system
restore but windows said the restore failed.

We are two users with Administrative previliges on Windows XP machine. Administrators can change any user's password in Windows XP, so I can change my colleague password, and he can change mine as well.
How can I prevent this ? My password should be changed only by myself.
